Selection brings seasoned and accomplished finance leader to mayoral cabinet
Mayor Brandon M. Scott has announced the hiring of Michael Moiseyev as the new Director of Finance / Chief Financial Officer, effective Monday, October 3. The hiring comes as Director Henry J. Raymond prepares to retire on Wednesday, August 31.
Reporting to Chief Administrative Officer Christopher Shorter, Moiseyev will be responsible for the day-to-day finances of the City of Baltimore, including managing the city’s $4 billion annual budget. With nearly two decades of professional experience in financial management, Moiseyev will serve as a strategic financial advisor to CAO Shorter and Mayor Scott.
Moiseyev brings a wealth of knowledge and experience to Baltimore. He is currently the Deputy Commissioner for Finance / CFO for the New York City Administration for Children’s Services, a position he has held since 2019. In this role, Moiseyev is responsible for managing a $3 billion budget and overseeing departments in payment, contract audit & risk management, budget & strategy, revenue maximization, and revenue accounting/claiming. Prior to his current role, Moiseyev spent more than a decade with the New York City Office of Management and Budget, where he oversaw a $30 billion portfolio of education-related agencies. He also founded and led a Citywide Savings team that worked with every city agency to find efficiencies and innovations across NYC’s $100 billion budget.
Moiseyev’s skill set is specific to running support for large local governments, and he’s successfully implemented policies that have helped modernize NYC’s processes and improved constituents’ experiences when they interact with city services. He looks forward to working with his new team, which includes the bureaus and offices of Accounting & Payroll, Budget & Management Research, Procurement, Revenue Collections, Risk Management, and Treasury Management to ensure that they are efficiently serving the people of Baltimore.

Moiseyev believes working in city government is his calling, and he looks forward to providing high-quality service to the administration, which will ultimately benefit the people of Baltimore. He is excited to join the Scott Administration, which he credits with having a thoughtful approach to budgeting and fiscal management.
"I'm honored and excited to join Mayor Scott and the hardworking team he has assembled to serve the people of Baltimore,” Moiseyev said, adding that he believes the city is on strong financial footing. “Baltimore actually has one of the best credit ratings in the country, which saves us money and allows investors to have the confidence that their money is safe here. And, most importantly, residents can know that the responsible stewardship of monies will continue to be a priority for this administration.”
Moiseyev has a Master of Public Administration degree from Baruch College and a Bachelor of Science in Mathematics from Carnegie Mellon University. He enjoys teaching, and has been lecturing a graduate class on Public Budgeting at Queens College since 2019. He is also an avid chess player, having once held the title of high school chess champion for the Western Pennsylvania region, where he grew up after immigrating with his family to the United States from the former Soviet Union in 1991.
Deputy Finance Director Yoanna Moisides will serve as Acting Chief Finance Officer until Moiseyev’s official start date. Moisides has served for over nine years in various roles within the Department of Finance, including Chief of Staff and Deputy Director.
