On June 28, 2024, U.S. District Court Judge Ellen L. Hollander sentenced Steven Umberto Angelini, a former member of the Baltimore Police Department (BPD), to two and a half years in federal prison for conspiracy to distribute cocaine and oxycodone and possession of a firearm in furtherance of a drug trafficking crime. The sentence includes conditions such as drug treatment.
The announcement was made by Erek L. Barron, U.S. Attorney for the District of Maryland; Special Agent in Charge William DelBagno of the Federal Bureau of Investigation's Baltimore Field Office; Special Agent in Charge Michael McCarthy of Homeland Security Investigations (HSI) Baltimore; and Chief Robert McCullough of the Baltimore County Police Department.
According to his plea agreement, Angelini conspired with an individual referred to as Co-Conspirator 1 to distribute cocaine and oxycodone from January 2022 through May 2022. During this period, Angelini offered to obtain information about an investigation involving Co-Conspirator 1’s supplier, who had been murdered. He provided Co-Conspirator 1 with law enforcement-sensitive information available through mass email dissemination within BPD.
Angelini's offer to obtain video evidence for Co-Conspirator 1 was intended to persuade him to provide cocaine. Additionally, Angelini attempted to sell a "ghost gun" to Co-Conspirator 1 in exchange for cash and narcotics.
In April 2022, Angelini provided 20 oxycodone pills to Co-Conspirator 1 and later expressed interest in purchasing cocaine while at a gun shop. He offered ammunition and firearms accessories in exchange for drugs and subsequently delivered these items along with hollow-point ammunition for cocaine.
In May 2022, after filling an oxycodone prescription at a Rosedale pain clinic, Angelini negotiated with Co-Conspirator 1 to trade cash and cocaine for the pills.
U.S. Attorney Erek L. Barron commended the FBI, HSI, and the Baltimore County Police Department for their roles in the investigation. He also thanked Assistant U.S. Attorney Christine Goo for prosecuting the case.
