Baltimore City Health Department issued the following announcement on Aug. 1.
"We haven't seen the peak of this epidemic. We're doing all we can on a shoestring budget to save lives.
We are rationing the lifesaving drug nalaxone. Imagine how many more lives we could save if we had the resources to do so." Dr. Leana Wen
